Costs and pricing
Part of Business licences costs and pricing: a budgeting method
A licensing budget template that records official sources, preparation and payment timing
Use an England business-licensing budget template that records official sources, preparation, operating controls, payment timing and uncertainty.
A licensing budget template should show why money may be needed and how reliable each estimate is. Use one row per activity, site and cost item. This prevents a single allowance from hiding an unconfirmed fee, omitted condition or duplicate premises.
What to take away
- Use one row per activity, site and cost item so a single allowance cannot hide an unconfirmed fee.
- Give every estimated row an assumption identifier so each figure traces back to its basis.
- Show confirmed, estimated and unknown totals separately so management can see if affordability depends on missing information.
- Link each payment to its source row and name who can authorise it and what evidence they inspect.
- Reconcile paid amounts to evidence at each review.
Identification fields
Record the activity, address, responsible authority, permission route, source URL and access date. Write the access date as the day you opened the page, because a fee schedule that was correct last year may not be current.
For local processes, find the authority through the GOV.UK council service using the real postcode. Do not paste a neighbouring council's amount into the workbook.
Identification fields to record
- Activity and site address
- Responsible authority
- Permission route
- Source URL
- Access date
Cost categories
Create separate rows for official charges, internal preparation, external reports, professional support, operational controls, renewals and change. The street trading licence page notes that local conditions, timing and fees may apply in England and Wales. Use the actual council page to complete the official-charge row.
Cost category rows
- Official charges
- Internal preparation
- External reports
- Professional support
- Operational controls
- Renewals and change
Quantity and basis
Add quantity, unit assumption, tax treatment where relevant, payment date and owner. A staff-time estimate should show hours and internal rate. A supplier amount should link to a dated quote and state what is excluded. An unknown field stays unknown, not zero, because a zero states that no cost exists.
Lifecycle costs
The Department for Environment, Food and Rural Affairs' animal activity licensing process includes application, inspection, decision, renewal and enforcement for its English framework. Those stages can guide the headings for that activity, but should not be copied into every licence budget. Record the URL and the access date against the row the guidance supports.
The Food Standards Agency's food business registration guidance addresses covered activities and multiple establishments in its stated jurisdictions. Budget each relevant site separately while avoiding an invented registration charge. Registration itself carries no fee.
Scenario columns
Use low, central and high values with an assumption note. Separate timing exposure, such as rent before opening, from authority and preparation costs. Record which commitment caused the exposure instead of attributing all delay to licensing.
Template columns
Use these columns, one row per activity, site and cost item.
| Column | What it holds |
|---|---|
| Row ID | Unique reference for the row |
| Activity | The licensed or permitted activity |
| Site | Address of the premises or pitch |
| Authority | The council or body that decides |
| Route | Statutory route, for example a premises licence |
| Source URL | The page the amount came from |
| Access date | The day the page was checked |
| Category | Official charge, preparation, report, support, control or renewal |
| Quantity and unit | Hours, visits or one application |
| Estimation basis | Assumption identifier or dated quote |
| Status | Confirmed, estimated or unknown |
| Low, central, high | Three columns for estimates |
| Tax treatment | Whether VAT is recoverable |
| Payment date or trigger | When money may leave the business |
| Owner | Person who can authorise the payment |
| Evidence at review | Receipt, invoice or decision record |
| Paid and variance | Amount paid and difference from estimate |
Illustrative row set
A small cafe in England that sells alcohol with its food can be budgeted from a few evidenced rows. Its premises licence fee is set nationally under the Licensing Act 2003.
For a band A non-domestic rateable value of up to £4,300, the published application fee is £100 and the annual fee is £70. These are the national fees for England and Wales, so the council's own page should show the same band.
| Cost row | Basis | Indicative amount |
|---|---|---|
| Premises licence application, band A | National fee, Licensing Act 2003 | £100 |
| Premises licence annual fee, band A | National fee, Licensing Act 2003 | £70 |
| Food business registration | FSA guidance, no charge | £0 |
| Street trading pitch | Council fee schedule, not yet read | Unknown |
| Staff preparation time | Hours multiplied by the internal rate | Business decision |
Each row keeps its source URL and the access date you wrote.
Add an assumption identifier to every estimated row. If the second site is postponed, filter those rows from the active forecast without deleting their history. If a council instruction changes, create a new version and show the date from which the revised amount applies.
Use a summary that displays confirmed, estimated and unknown totals separately. Management can then see whether apparent affordability depends on missing information. A single grand total should not be approved while a high-consequence official charge or specialist requirement remains unresolved.
Payment calendar and ownership
Create a monthly view showing when each confirmed or estimated amount may leave the business. Link deposits, authority payments, professional invoices and continuing controls to their source rows. This exposes a cash requirement that a total-only budget can hide.
Name the person who can authorise each payment and the evidence they must inspect. A project manager might confirm completion of a preparation stage, while the applicant verifies facts and finance checks the invoice. Keep disputed or conditional amounts outside committed spend until the relevant decision is recorded.
At each review, reconcile paid amounts to evidence and explain variances. Do not overwrite the original estimate. The difference is useful information for the next premises or renewal budget.
Control checks
Reconcile the workbook with the licence register and current source pages. Require second-person review for material amounts and formulas. Version the assumptions when activities, sites or authority instructions change. The final total should be traceable back to every row rather than entered manually.
Before you act
- Record the activity, address, authority, route, source URL and access date.
- Create separate rows for official charges, preparation, reports, support and controls.
- Add quantity, unit assumption, tax treatment, payment date and owner.
- Use low, central and high values with an assumption note.
- Build a monthly payment view linked to source rows.
- Reconcile the workbook with the licence register and current source pages.
Common questions
How should a licensing budget handle a second site that might be postponed?
Give the second site its own activity-and-site rows with assumption identifiers. If the site is postponed, filter those rows from the active forecast without deleting their history. This keeps the record intact while showing the current cash requirement, and the same approach applies when a council instruction changes.
What should happen when a council instruction changes?
Create a new version and show the date from which the revised amount applies. Version the assumptions when activities, sites or authority instructions change, and reconcile paid amounts to evidence at each review.
