How business licences move through a case workflow from discovery to renewal
Run an England licensing case from activity discovery to evidence, submission, decision, conditions and renewal with traceable team handovers.
An operating workflow should let a colleague see what the business plans to do, which authority owns the route and what evidence supports the current status. The workflow continues after submission and grant; conditions, renewals and change are part of the same case.
What to take away
- A licensing case runs from activity discovery through renewal, with conditions and changes kept in the same record.
- Use official sources like the licence search and council finder, but keep their warnings about possible gaps.
- Assign each fact or document to a person and keep version history to preserve accurate evidence.
- Create separate states for submitted, acknowledged and decided, and log authority requests with a responsible person.
- Test the workflow by asking a colleague to recover the authority, evidence, decision, conditions and next date.
Open the activity record
Describe the activity, English location, hours, premises and responsible people. Use the Department for Business and Trade's licence search to look across official records by activity and location, while retaining its warning about possible catalogue gaps. Store the result as a possible route until the responsible body is confirmed.
Activity record to confirmed route
- Describe activity, location, hours, premises, people
- Search licence finder by activity and location
- Store result as possible route
- Find council with actual postcode
- Keep authority page and contact route
- Confirm responsible body
Where the process is local, use the GOV.UK council finder with the actual postcode. Retain the relevant authority page and contact route. Do not copy a form from a nearby area.
Prepare the evidence
Open the live application instructions and build a checklist. Assign each fact or document to one person, and keep version history and review of names, addresses, dates and declarations.
In the Food Standards Agency's registration service, operator, establishment and activity details supply the information used for routing. Registration is free and must be made at least 28 days before a new food business starts trading. The workflow must therefore preserve accurate facts without implying that completion equals acceptance.
Submit and track
Submit through the route the authority itself names. Food business registration is submitted through the Food Standards Agency's online service at register.food.gov.uk. Environmental permit applications go to the Environment Agency through its own service on GOV.UK. Councils take local licences such as animal activity licences through the licensing portal published on their own website.
Save the submitted version, reference and acknowledgement. Create separate states for submitted, acknowledged and decided. Log authority requests with the responsible person and response evidence rather than leaving them in an inbox.
A statutory clock can start at submission. For a premises licence under the Licensing Act 2003, representations close 28 days after the application is received, so the end date belongs in the case record.
Handle inspection and decision
The Department for Environment, Food and Rural Affairs' animal activity licensing process includes inspection, decision, renewal and enforcement for its English regime. For such a case, link findings, corrective work and the final decision. Do not generalise its steps to unrelated permissions.
Worked example: a dog boarding business in England. Discovery starts with the activity. Kennelling dogs for payment points to an animal activity licence for boarding under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018, granted by the local council. There is no single national form, so the application goes through that council's own licensing portal.
Evidence is the 2018 Regulations, the statutory guidance above and the council's checklist. The council inspects and decides, then attaches conditions. The licence lasts one, two or three years depending on the risk rating, so the renewal date is fixed at grant.
Put conditions into operation
Read the granted scope and conditions against the planned activity. Assign instructions, training, logs or supervision based on the actual document. Staff should know where to find the relevant operating summary and how to escalate an exception.
Maintain and reopen
Schedule renewal with an owner and deputy. Add triggers for a new site, activity, operator, layout or hours. When one occurs, move the relevant row back to research and record the new facts.
Handle exceptions without losing the case
Create explicit paths for an authority request, rejected attachment, contradictory guidance and absent owner. The case should pause at the affected state while unrelated preparation can continue. Record what changed, who decides next and whether a commercial commitment must be revisited.
If the organisation believes a requirement has been misunderstood, preserve the authority correspondence and obtain appropriate advice. Do not overwrite the earlier response or allow a general article to settle the dispute. Any deadline should be taken from the decision or current official route.
For an operational breach or condition uncertainty, identify the immediate control owner and escalation point. Staff should not edit the licence record to make the planned activity appear compliant.
Before you act
- Describe the activity, location, hours, premises and responsible people.
- Use the licence search and council finder with the actual postcode.
- Create a checklist from live application instructions and assign each item.
- Save the submitted version, reference and acknowledgement.
- Link inspection findings, corrective work and the final decision.
- Schedule renewal with an owner and deputy, and add change triggers.
Common questions
How should a licensing workflow handle the period after a licence is granted?
The workflow continues after submission and grant. Conditions, renewals and change are part of the same case. Read the granted scope and conditions against the planned activity, assign instructions, training, logs or supervision, and schedule renewal with an owner and deputy.
What should be done when an authority request or rejected attachment occurs?
Create explicit paths for an authority request, rejected attachment, contradictory guidance and absent owner. The case should pause at the affected state while unrelated preparation can continue. Record what changed, who decides next and whether a commercial commitment must be revisited.
How can an organisation test whether its licensing workflow is operational?
Ask a colleague to recover the authority, submitted evidence, decision, conditions and next date without help. Then ask them to process one fictional change and explain which status moves backwards. Confirm the deputy can locate the escalation route and responsible operational owner. Preserve the dated test result.
